THIS IS A SOLE SOURCE REQUIREMENT TO THE BOEING COMPANY, INC., Amendment- 1 is to add all solicitation Attachments_2 February 2026 This multi-platform contract provides the 848 SCMG engineering with a vehicle to receive engineering assistance and solutions from the Original Equipment Manufacturer (OEM). This support is critical for issues affecting structures, avionics, accessories, ground support, and commodity items for which the Government's existing data package, even when including Government Purpose Rights (GPR), Form, Fit, and Function (FFF), or Operation, Maintenance, Installation, and Training (OMIT) data, is insufficient to perform the required Operational Safety, Suitability, and Effectiveness (OSS&E) analysis. This contract addresses tasks that require access to the OEM's proprietary internal data systems, detailed design data, or specialized analytical tools not delivered to the Government. These commodity items are used on B-1, B-52, C-17, E-3, F-15, KC-135, KC-46, AGM-86 and other weapon systems. The Contractor must have access or can obtain access, and the rights to access, B-1, B-52, C-17, E-3, F-15, KC-135, KC-46 and AGM-86 OEM internal data systems to retrieve weapon system design data.
Background This contract is a sole source requirement awarded to The Boeing Company, Inc., aimed at providing engineering assistance and solutions to the Air Force Sustainment Center (AFSC) 848 Supply Chain Management Group (SCMG). The contract is critical for addressing issues related to structures, avionics, accessories, ground support, and commodity items for various weapon systems including B-1, B-52, C-17, E-3, F-15, KC-135, KC-46, and AGM-86. The contractor must have access to the Original Equipment Manufacturer's (OEM) proprietary internal data systems and detailed design data necessary for conducting Operational Safety, Suitability, and Effectiveness (OSS&E) analysis. Work Details The contractor will provide multi-platform sustainment engineering services which include: 1. Engineering assistance for structures, avionics, accessories, ground support, and commodity items. 2. Access to OEM proprietary internal data systems for retrieving weapon system design data. 3. Support for recurring engineering services as defined in individual tasking documents such as Technical Inquiries (TI), Engineering Assignments (EA), and others. 4. Compliance with safety requirements and participation in emergency procedures at Tinker AFB. 5. Development of a comprehensive Supply Chain Risk Management (SCRM) Plan addressing continuity of operations and cybersecurity protections. 6. Preparation of proposals for Engineering Assignments that include problem statements, task descriptions, cost estimates for labor and materials, and schedules with milestones. Place of Performance The primary place of performance is Tinker Air Force Base.
