Posted: Feb. 3, 2026, 5:51 p.m. EST THIS IS A PRE-SOLICITATION NOTICE for 36C25726R0014 Wheelchair Transportation Services for Dallas VA Medical Center, and a Request for Proposals IS TO BE POSTED ON OR ABOUT 3/1/2026. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice serves as an announcement of a pre-solicitation to inform potential offerors early in the acquisition process of an upcoming solicitation in accordance with Revolutionary FAR Overhaul RFO Part 10 - Market Research and RFO 15.101 Early exchange with industry. The Dallas VA Medical Center currently has a requirement for non-emergency wheelchair transportation services. BACKGROUND The Dallas VA Medical Center main campus is located at 4500 S Lancaster Rd. Dallas, TX 75216, serving over 235,000 veterans across the North Texas and southern Oklahoma area and its Community-Based Outpatient Clinics. This requirement is for non-emergent wheelchair transportation services on an as-needed basis, IAW all federal, state, and local regulations, to transport patients to and from appointments. The contractor shall make these non-emergent wheelchair transportation services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays. PERIOD OF PERFORMANCE The period of performance will be 5 (five) separately priced 1-year ordering periods, for a total 60-month ordering period. The associated North American Industry Classification System (NAICS) code for this procurement is 485991 Special Needs Transportation, with a Small Business size standard of $19.0 Million. The PSC is V999 Transportation/Travel/Relocation Other: Other. This requirement will be 100% set-aside for Service-Disabled Veterans-Owned Small Businesses (SDVOSBs). This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice serves as an announcement of an upcoming pre-solicitation conference to be held online MS Team on 2/18/2026 between the hours of 10:00AM to 12:00PM (Noon) CT. The intent is to allow interested vendors to provide feedback before we finalize the solicitation. This notice provides all vendors the opportunity to start planning their proposal strategy and identify subcontracting partners. A DRAFT copy of the solicitation has been included as part of this Pre-Solicitation Notice Amendment. As part of the Veterans First Program, it is the Department of Veterans Affairs (VA) policy that small business concerns owned and controlled by veterans shall have the maximum practicable opportunity to participate in VA acquisitions. This will be a SDVOSB set-aside. Interested vendors are encouraged to review the DRAFT solicitation prior to attending the Pre-solicitation conference.
