Background The U.S. Department of Justice, specifically the Federal Bureau of Prisons (BOP), is issuing a Justification for Other than Full and Open Competition (JOFOC) for Comprehensive Medical Services (CMS) at the Federal Correctional Institution (FCI) located in Salters, South Carolina. The BOP has determined that only one responsible source, Seven Corners, is capable of providing these essential medical services necessary to prevent serious injury or financial loss to the inmate population.
