This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. Solicitation number 1232SA26Q0154 is issued as a Request for Quotation (RFQ) for Photobioreactor Maintenance Services. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The applicable North American Industry Classification Standard Code is 811210 The small business size standard is $34.0 million This acquisition is an unrestricted requirement. All responsible sources may submit a quotation which will be considered by the agency. Background The Agricultural Research Service (ARS) is the U.S. Department of Agriculture's chief scientific in-house research agency, tasked with delivering scientific solutions to national and global agricultural challenges. The ARS aims to support American farmers and communities by providing innovative solutions that enhance agricultural productivity and sustainability. The USDA’s Pacific Shellfish Research Unit, located in Newport, OR, has a requirement for the annual maintenance, service, and support of three USDA-owned Industrial Plankton Brand Plankton Algae Photobioreactors and two shared head tanks. Work Details The contractor will be responsible for: 1. Performing routine maintenance, emergency repairs, and enhancements to the photobioreactors and associated components to ensure full system performance according to manufacturers’ specifications. 2. Providing unlimited emergency visits during regular business hours (excluding federally mandated holidays), scheduled preventative maintenance visits, software upgrades, online technical support, and telephone assistance for technical problems. 3. Covering all expenses related to parts (excluding consumable items), labor, travel, and per diem for repairs or replacements required for the operation of the instruments. 4. Clearly identifying consumable items in their quote. Period of Performance The contract will have a base period of one year with four one-year option periods, totaling a maximum duration of five years and six months. Place of Performance The services will be performed at the USDA’s Pacific Shellfish Research Unit located in Newport, Oregon.
