Background The State of New Hampshire, through the Department of Administrative Services and the Division of Risk and Benefits, is issuing this Request for Bid (RFB) #3111-26 to establish a service contract with an insurance producer. The purpose is to secure property and casualty insurance coverage and provide related services as the Broker of Record on behalf of the State. Work Details The Producer will act as the broker for soliciting and negotiating property and casualty insurance coverage. Responsibilities include: 1. Securing insurance coverage by reviewing exposures, requesting claims history, assisting in renewal applications, ensuring coverage is secured prior to expiration, making recommendations for bundling policies, analyzing options based on pricing and terms, providing marketing results, invoicing for payment after binding coverage, and maintaining a master list of all policies. 2. Providing a quotation analysis report detailing market results with recommendations for award. 3. Administering policy claims including claims adjusting services, telephonic investigations, subrogation services, and data collection. 4. Implementing fleet insurance with training for state employees on fleet topics and conducting claim reviews quarterly. Period of Performance The contract term will commence on July 1, 2026, or upon Governor and Executive Council approval (whichever is later), through June 30, 2031. There is an option to extend the contract for up to two additional years subject to approval. Place of Performance Services will be performed in New Hampshire as specified in the contract. Bidder Requirements Bidders must be duly registered as vendors authorized to conduct business in New Hampshire. They must have a completed Vendor Application Package on file with the NH Bureau of Purchase and Property. Bidders must possess a current New Hampshire resident business entity producer license and have at least five years of experience providing similar services. Additionally, they must provide proof of comprehensive general liability insurance coverage prior to performing any services.
