Background The Centers for Medicare and Medicaid (CMS) is seeking to extend the contract for the Bonnie and Measure Authoring Tool (MAT) to ensure continuity of critical services during a protest resolution period. The current contract, awarded to SemanticBits LLC, is a modification of an existing purchase order under the GSA Multiple Award Schedule. This extension is necessary due to a protest filed against a replacement contract, which has halted the transition process. Work Details The Bonnie and Measure Authoring Tool (MAT) task order involves centralization, maintenance, operations, and continuous improvement of the Measure Authoring and Development Integrated Environment (MADiE) for electronic Clinical Quality Measures (eCQMs). Tasks include: - requirements gathering - technical documentation - design - development - quality assurance testing - help desk support - system operations and maintenance for MADiE - coordination with infrastructure support contractors and stakeholders - ensuring uninterrupted service delivery during the transition period - managing complex deliverables across multiple CMS programs including QPP, MIPS, APMs, IQR Program, and Promoting Interoperability Programs.
