U.S. Customs and Border Protection (CBP) Law Enforcement Safety and Compliance Directorate (LESC) is providing the attachment labled Rifle Draft RFI Response in order to provide additional detail to interested vendors.

Background The U.S. Customs and Border Protection (CBP) Law Enforcement Safety and Compliance Directorate (LESC) is seeking to procure M4 Rifles and Parts (5.56x45mm NATO) to enhance their operational capabilities. This solicitation aims to provide detailed specifications and requirements for interested vendors to ensure compliance with military standards and interoperability with existing CBP equipment. Work Details The contract involves the supply of M4 Rifles and associated parts, including but not limited to: - Semi-auto two-stage trigger or select fire trigger as specified in SOW sections 4.6.16 and 4.6.17. - Indefinite quantities of rifles and parts as determined by Delivery Orders. - Acceptance of alternate products that meet or exceed specifications. - Specific requirements for components such as: - Mil-spec buffer spring compatibility with U.S. military-standard M4 spring. - Compliance with minimum 5.56 NATO chamber specifications using designated gauges. - Acceptance of equivalent barrel profiles provided performance standards are met. - Alternative placements for QD sling inserts, with specific material requirements for durability. - Acceptable markings on T-markings, allowing numerical position markings instead of 'T'. - Corrected configurations for extractor/ejector spring and pin setups. - Provision of armorer training tool sets at no additional cost, totaling four sets per year for depot-level training. - Compliance with MILSPEC standards ensuring interchangeability with Colt brand M4A1 rifles, including rigorous quality assurance processes.
