SOLICITATION: This announcement is a competitive small business set aside, firm-fixed price, Small Business Set-Aside, procured in accordance with FAR Part 12, Commercial Items, and FAR Part 13 Simplified Acquisition Procedures to determine best value in accordance with the Comparative Analysis Procedures IAW FAR 13.106-2(b)(3). /// Please note this solicitation requires offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS). The goal of the contract is to provide effective management of unwanted vegetation and insects at designated lakes in Texas, aligning with the agency's mission to maintain environmental quality and safety in public recreational areas. Work Details The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, vehicles, materials, management, supervision, inspection, and other items necessary to perform herbicide and pesticide treatment services at Lake O' the Pines, Wright Patman Lake, and Jim Chapman/Cooper Lake. Services include: - Application of herbicides and pesticides for the treatment of nuisance vegetation and insects. - All pesticides must be applied in strict accordance with manufacturer’s product labeling. - If lake water is used for dilution in tank mixtures, batched herbicides must be applied within 30 minutes of mixing with water. - The contractor will ensure compliance with all applicable laws and regulations. - Grasses and weeds may be sprayed on a per-acre basis in open park areas for control of winter broadleaf weeds. - Provision of herbicides under specified line items including Broadleaf weed and grass control. - Minimum gallons per acre will be determined at the time of application based on method and vegetation present. - Dye indicators must be included with all herbicide applications at a 0.25% ratio unless otherwise specified.
