Background The Greenville County Solid Waste Division is seeking a vendor to provide Temporary General Labor on an as-needed basis at any of the eight locations throughout the County. This need arises particularly after wind events for litter collection and other labor requirements as they arise. The contract aims to supplement the current staffing levels of the division. Work Details The vendor will be required to provide labor with one day's notice and must have their own transportation to various work locations including: Twin Chimneys Landfill, Simpsonville Residential Waste and Recycling Center, Enoree Residential Waste and Recycling Center, O'Neal Residential Waste and Recycling Center, Echo Valley Residential Waste and Recycling Center, Blackberry Valley Residential Waste and Recycling Center, Piedmont Residential Waste and Recycling Center, and Greenville County Central Annex. Additionally, the vendor must routinely drug test all laborers (nine panel or more) for drugs and alcohol. Laborers are required to arrive with personal protective equipment (PPE) such as steel toe boots, safety vests, gloves, and potentially hearing protection or hard hats depending on the task. The vendor must also provide proof of General Liability, Workman's Compensation, and Vehicle Insurance that meets County requirements. Period of Performance The contract will commence upon award on March 16, 2026, with a tentative notice to proceed issued on March 31, 2026. The duration of the contract will be based on ongoing needs. Place of Performance Work will be performed at various locations throughout Greenville County including specific waste management facilities listed in the scope of work. Bidder Requirements Vendors must provide proof of insurance including General Liability ($1 million per occurrence), Worker's Compensation (statutory limits), and Vehicle Insurance ($1 million per occurrence). Vendors must also comply with local licensing requirements and submit a COG Substitute W-9 form.
