Summary

THIS SOURCES SOUGHT is being issued by the Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD). NSWCCD is seeking potential sources to design, build, test, document, and deliver prototype Geiger-Mueller (GM) tubes . NSWCCD intends to issue a solicitation/synopsis in the upcoming months to meet mission requirements. Prior to issuing a solicitation/synopsis, NSWCCD is requesting information only in determining the interest in submitting quotes on this proposed solicitation/synopsis in order to make an informed determination regarding procurement strategy. A copy of the DRAFT Minium Specifications is attached.

SUBMISSION OF RESPONSES

Responses shall include brief information regarding the appropriate set-aside category and the ability to provide the required products/services to meet the Government's needs and how the company will meet the minimum requirements. A cover page for the response shall be included. The cover page, at a minimum, shall include: - Company name, address, points of contact (name(s), e-mail address (es), and telephone number(s)) - Data Universal Numbering System (DUNS) number

The cover page should also include the specified, set-aside category. NSWCCD will accept only electronic submission of responses. Responses shall be sent to Michael Brodie via e-mail at michael.s.brodie7.civ@us.navy.mil. All responses shall be submitted no later than 12:00 pm on 28 January 2028. This is a request for information only and is not a Request for Quotations (RFQ) or announcement of a solicitation and does NOT constitute a RFQ. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. This Sources Sought request is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this request for information, and the Government will not compensate the respondent for any cost incurred in developing the response to this Sources Sought Request.

Background The Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD) is seeking potential sources to design, build, test, document, and deliver prototype Geiger-Mueller (GM) tubes. This initiative aims to sustain the fielding of the Multi-Function RADIAC (MFR) survey meter used throughout the Naval Nuclear Propulsion Program. The current GM tubes have become unreliable with an increased failure rate, necessitating the development of an alternative that is accurate and durable. Work Details The contract involves procuring multiple quantities of prototype Geiger-Mueller (GM) tubes with the following specifications: - Sensitivity: 137Cs cpm at 1 mR/h - 270 - Recommended Operating Voltage: 460 - Plateau Length Volts (min.): 420-520 - Plateau Slope (%/100 V max.): 30 - Dead Time (μs max.): 60 - Background (cpm): Shielding 2” Pb + 1/8” Al - 25 max. - Operating Temperature: -20 to +60 °C - Cathode Material: Cr/Fe - Cathode Wall: 280 mg/cm2 - Exposure rate range: 0.01 mR/h – 1,000 R/h - Thickness of lead wires: 0.5 mm maximum diameter. The Navy will perform testing of each GM tube using ARCADES software at specified rates to ensure performance meets required sensitivity factors. Period of Performance Initial delivery of three (3) GM tubes is required within 180 days after contract award. An option for a final delivery of five (5) GM tubes is available within 90 days after exercise of that option. Place of Performance Material shall be packaged at the Contractor facility and delivered to Naval Surface Warfare Center Carderock Division, Radiation Detection Technology Branch, located at 9500 MacArthur Boulevard, West Bethesda, MD 20817.
