Notice of Intent to Award a Sole Source Contract

Background

The Supervisor of Shipbuilding, Bath, Maine (SSBA) intends to award a Sole Source contract to Lokring Northeast USA, Naamans Road Business Park, 100 Naamans Road Suite SJ, Claymont, Delaware 19703 for Pipefitters Toolkit in support of US Navy Ships. SSBA will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is 13.106-l(b)(l)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source. In accordance with 5.102, the required justification documentation is attached. Work Details: OEM Lokring mechanically attached fittings specifically designed for installation of Lokring fittings. This material is a COSAL outfitting requirement on AEL 1-480000023 and is required prior to ships Sailaway. Purchase of this item for the ship prevents the requirement risk of a mishap.
