Background The City of Atlantic City is seeking proposals for an Employee Assistance Program (EAP) to provide support services for its employees and their families. The program aims to assist with issues related to alcoholism, drug abuse, and personal problems, including marital, family, psychological, financial, and legal challenges. Approximately 1,041 employees and their household members will be covered under this program. The contract is intended to enhance employee well-being and productivity by providing necessary resources and support. Work Details The selected EAP provider will be responsible for the following services: 1. Provide specific assistance to City employees and their immediate families who are referred to the EAP or who request services. 2. Assist employees in addressing problems affecting job performance as requested by supervisors. 3. Obtain consent from employees and communicate compliance with supervisory referrals to designated City representatives. 4. Ensure that Substance Abuse Professionals are properly accredited according to Federal Regulations for Drug and Alcohol Testing Programs. 5. Maintain accessibility for City employees and provide timely services, including a dedicated telephone line answered during regular office hours and 24-hour coverage. 6. Preserve confidentiality of all participants in the program. 7. Counsel employees seeking assistance and refer them to clinical or supportive organizations as needed, offering up to three visits free of charge for clinical evaluation or referral. 8. Familiarize employees with the City’s health benefits program. 9. Provide follow-up services as necessary to monitor adherence to treatment plans. 10. Prepare quarterly and annual reports on case load activities while maintaining confidentiality. 11. Offer management consultations, grief counseling, wellness education, training on behavioral health issues, intervention training for leadership, Critical/Emotional Incident Stress Management Services (CISMS/EISMS), family resources, wellness seminars, printed materials promoting programs, and maintain a website with behavioral health information. Period of Performance The contract will be effective for one (1) year upon receipt of an executed contract and approved purchase order from the City of Atlantic City. Place of Performance Services will be provided in Atlantic County, specifically Atlantic City, New Jersey. Bidder Requirements Proposers must comply with N.J.S.A 10:5-31 et seq., N.J.A.C 17:27 regarding affirmative action laws; submit a New Jersey Business Registration Certificate; provide proof of comprehensive general liability insurance; demonstrate experience with a minimum of two years in providing EAP services; include qualifications of key personnel; provide evidence of professional licenses; submit references from three clients; comply with local unit pay-to-play laws; and ensure that no political contributions have been made that would disqualify them from receiving public contracts.
