Background The City of Bloomington Street Department, through its Board of Public Works, is seeking sealed bids for Bituminous Materials and Tack Oil in accordance with the most current Indiana Department of Transportation (INDOT) specifications, Section 400. The goal of this contract is to procure necessary materials for city maintenance and construction projects. Work Details The contract includes the following products and services: 1. Bituminous Material – Cold Mix (B.C.A): Approximately 200 tons of Mixed Winter Stockpile Material to be picked up by city trucks at the plant. 2. Bituminous Material – Hot Mix (H.A.C.): - Approximately 20,000 tons of Hot Asphaltic Concrete Surface, #11 or #9. - Approximately 200 tons of Hot Asphaltic Concrete Intermediate, #8 or #9. - Approximately 200 tons of Hot Asphaltic Concrete Base, #5. 3. Bituminous Material Millings and/or Asphalt Chips: Approximately 8,000 tons of Recycled Asphalt Product from street millings to be delivered to the plant by city trucks. 4. Tack Oil: Approximately 2,500 gallons of Tack Oil to be picked up by city trucks at the plant. All materials must meet INDOT specifications as detailed in Section 400. Period of Performance The contract will be effective for one year from the date of award by the Board of Public Works, with potential renewal for two additional one-year terms upon mutual agreement. Place of Performance The materials will be picked up at specified plants within Bloomington, Indiana. Bidder Requirements Bidders must submit an Affirmative Action Plan approved by the City Compliance Officer prior to bid submission. They must also provide a certified check or bid bond equal to 5% of their bid amount. Bidders are required to comply with the Living Wage Ordinance if applicable and must submit a written drug testing plan if bidding on public works projects exceeding $150,000.
