This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Indian Head Division (NSWC IHD), located in Indian Head, Maryland intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for: Tactical Firearms Training. This solicitation will be competed as a Small Business Set-Aside. The requirement is for course curriculum and instruction to include four (4) consecutive days of training for up to 16 students at the anticipated dates and location identified in the attached Statement of Work. This announcement constitutes the only solicitation. Quotes are being requested under Request for Proposals (RFP) no. N0017426Q101 5 . The NAICS code is 611699 and the business size standard is $16,500,000. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFP incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190531. Market research was conducted in November 2025. The following factors will be used to evaluate quotes. The factors are listed in descending order of equal importance. All non-cost factors, when combined, are more important than cost; however, cost becomes more of a deciding factor of importance when Offerors receive similar ratings for the other factors. The Government intends to evaluate all factors and award a contract without discussions with bidders. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Background The Naval Surface Warfare Center Indian Head Division (NSWC IHD), located in Indian Head, Maryland, is issuing this solicitation for Tactical Firearms Training. The goal of this contract is to provide comprehensive firearms training that encompasses shooting fundamentals, combat mindset, and proficiency with various weapons. This solicitation is a combined synopsis/solicitation prepared in accordance with applicable regulations and will be competed as a Small Business Set-Aside. Work Details The contractor shall provide course curriculum and instruction for four consecutive days of tactical firearms training for up to 16 students. The training will include both classroom instruction and practical exercises in a realistic field environment. Key components of the training include: 1. Classroom instruction covering accuracy, varied shooting positions, target acquisition, use of cover and concealment, speed/tactical reloading, secondary weapon use, weapon transitions, malfunctions handling, and shooting while moving. 2. Practical exercises involving static and multi-target scenarios as well as dynamic stress courses. 3. The contractor must supply all necessary equipment, materials, and a training site within an 80-mile radius of Indian Head, MD. Transportation for students to and from the training locations will also be provided. Place of Performance Training will take place at a location within an 80-mile radius of Indian Head, MD.
