Background

The Federal Bureau of Prisons, Community Treatment Services (CTS) Contracting Office in Washington, D.C. is seeking a contractor to provide community-based outpatient substance use disorder (SUD), mental health (MH), and sex offender treatment services to male and female Adults in Custody (AICs) in community placements such as Residential Reentry Centers (RRCs), home confinement, or under Federal Location Monitoring in Portland, Maine. The goal of this contract is to ensure that offenders receive high-quality, evidence-based treatment that aligns with the Bureau's commitment to reducing recidivism and improving public safety.

Work Details

The contractor will be responsible for providing a range of services including: - Medication-Assisted Treatment (MAT) for substance use disorders. - Sex Offender Treatment (SOT) services tailored to individual needs. - Conducting clinical assessments, evaluations, and reports. - Providing counseling services and complementary services as needed. - Developing clinical treatment plans and submitting monthly progress reports. - Managing medication services and monitoring medications as per the Bureau's formulary for mental health services. - Utilizing telehealth options when necessary while ensuring compliance with HIPAA regulations. - Conducting initial intake appointments within ten business days of referral and ensuring all documentation is completed accurately.

Period of Performance

The contract will have a one-year base period estimated to begin on October 1, 2025, with four additional one-year option periods.

Place of Performance

All services are to be performed within a five-mile radius of Portland City Hall, 389 Congress Street, Portland, ME 04101.
