Background The Mission & Installation Contracting Command (MICC) at Fort Bliss, El Paso, Texas is issuing this solicitation for Clergy and Catholic Priest Services to support the White Sands Missile Range (WSMR) in Las Cruces, NM. The goal of the contract is to provide religious services in accordance with the Performance Work Statement (PWS), ensuring that the needs of the Catholic congregation at WSMR are met. Work Details The contractor shall provide all supervision, labor, equipment, and material necessary to perform Catholic Priest services as outlined in the attached PWS. This includes providing personnel who are ordained priests of the Catholic Church and endorsed by the Archdiocese for Military Services. The contractor is responsible for conducting regular and special Catholic masses, administering sacraments, and offering confessions to the Catholic community at specified locations. The contractor must adhere to guidelines set forth by Army Regulation 165-1 and other relevant policies. Additionally, they will serve as a subject matter expert on Catholic matters and advise Chaplaincy personnel accordingly. Period of Performance The contract will be performed over a period from February 1, 2026, to January 31, 2027, with options for additional periods extending through January 31, 2028. Place of Performance The primary place of performance will be White Sands Missile Range (WSMR), Las Cruces, NM.
