NOTICE OF INTENT

Energy Dispersive Spectrometer maintenance agreement This is a notice of intent to solicit from a single source. The US Geological Survey (USGS) intends to award a Purchase Order to Oxford Instruments, Inc. for a maintenance service agreement for 2 spectrometers as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Oxford Instruments, Inc is, to the knowledge of the USGS, the only source who can provide this service, as they created and administer the database. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code 811210, Electronic and Precision Equipment Repair and Maintenance, and PSC code J066, Maint/Repair/Rebuild of equipment instruments and laboratory equipment apply to this announcement. Responses or inquiries shall only be accepted through electronic mail addressed to aberry@usgs.gov and must be uploaded and received in their entirety no later than 01/28/2026 at 0500 PST. Responses submitted by hardcopy or the any web portal shall not be accepted or considered.

Background The US Geological Survey (USGS) intends to award a Purchase Order to Oxford Instruments, Inc. for a maintenance service agreement for 2 spectrometers. The purpose of this contract is to ensure the continued operation and maintenance of the Energy Dispersive Spectrometer (EDS) detectors, which are critical for research and data collection related to Alaska volcanoes. The EDS detectors are essential components of the Scanning Electron Microscope (SEM) at the USGS Alaska Volcano Observatory, and their maintenance is necessary to prevent downtime that could limit the instrument's utility. Work Details The service contract will cover routine maintenance, including software upgrades, and provide access to field engineers/support in case of unforeseen instrument malfunctions. Specific tasks include: 1) One annual preventative maintenance field service engineer visit covering parts, labor, and travel expenses; 2) Priority response for technical support during standard business hours; 3) Labor and travel expenses for additional field visits needed; 4) Repair of malfunctioning or damaged detectors, including loaner detectors while repairs are made; 5) Software updates for Aztec Live and other components. Deliverables include: 1) One Preventive Maintenance service visit by factory-trained service engineers; 2) As-needed/emergency visits by factory-trained service engineers; 3) As-needed detector repair; 4) Priority scheduling for all site visits; 5) Guaranteed communication within 24 hours; 6) Software updates as available.
