Background The Rhode Island Lottery is seeking qualified Sports Wagering Service Providers to support its sports wagering operations. The goal of this contract is to enhance the Lottery's ability to offer sports betting services, ensuring compliance with state regulations while providing a robust and user-friendly experience for players. This RFQ includes an addendum addressing questions from potential bidders, clarifying expectations and requirements for the service providers. Work Details The selected service provider(s) will be responsible for: 1. Providing customer-facing CRM support services including 24/7 helpdesk, chat, and phone support. 2. Participating in advertising and marketing plans as approved by the Lottery, including bonusing configuration and analytics. 3. Implementing a system that automatically calculates and withholds taxes on qualifying player winnings in real time at the point of settlement. 4. Ensuring compliance with IRS rules regarding tax reporting thresholds and remittance processes. 5. Providing a full-service offering that includes integration with existing systems and platforms used by the Lottery. 6. Maintaining hardware and software updates, ensuring all systems are up-to-date with vendor patches. 7. Delivering operational reports related to player activity, financial performance, compliance, and system health metrics. 8. Implementing responsible gambling measures within their platform capabilities such as time-out features and wager limits. Period of Performance The contract period will commence upon award and is expected to last until at least March 26, 2027, with options for renewal or extension based on performance and mutual agreement. Place of Performance The services will be performed at the Rhode Island Lottery's Host Facilities located in Lincoln and Tiverton, Rhode Island. Bidder Requirements Bidders must demonstrate compliance with specific certifications including but not limited to: 1. A valid business license to operate in Rhode Island. 2. Evidence of insurance coverage as specified in the RFQ including cyber security insurance of no less than $10 million per occurrence. 3. Formal documentation of their Know Your Customer (KYC) process as part of their proposal.
