EU199 Emission Control Upgrades Project GC/CM

Background

The City of Bellingham is initiating the Incinerator Emission Control Upgrades Project at the Post Point Wastewater Treatment Plant (PPWWTP) to modernize air pollution control equipment in compliance with federal emission standards outlined in 40 CFR Part 60, Subpart LLLL. The project aims to enhance environmental stewardship and public health protection while ensuring uninterrupted operations at the facility. Brown and Caldwell (BC) has been engaged as the Owner's Advisor for the General Contractor/Construction Manager (GC/CM) procurement process, facilitating market input prior to formal procurement.

Work Details

The project involves upgrading two multiple hearth incinerators at PPWWTP to meet stringent emission limits. Key upgrades include: - Installing a new wet scrubber - Wet electrostatic precipitator - Regenerative thermal oxidizer - Selective catalytic reduction system - Mercury control unit. Additionally, a new approximately 5,000 square foot APC equipment building will be constructed to house this equipment along with an electrical room and incinerator control room. The design will utilize performance-based specifications to ensure compliance with LLLL emissions standards.

Period of Performance

The project is scheduled for substantial completion by June 2031, with various phases including preliminary design completion by March 2026 and final design completion by October 2027.

Place of Performance

The contract will be performed at the Post Point Wastewater Treatment Plant located in Bellingham, Washington.

Bidder Requirements

Bidders must demonstrate relevant experience with GC/CM delivery methods on projects involving continuous operations at critical facilities. Proposals must include project team structure, key personnel qualifications, resource availability, financial capacity, and proof of insurance and bonding capacity.
