The Town of Morristown is seeking sealed bids for the provision of sewer TV inspection, locating cleaning, and cured-in-place-pipe (CIPP) lining services under an on-call two-year contract, which will commence on March 1, 2026, and end on February 29, 2028. Bidders can examine the specifications at the Office of the Town Engineer located at 200 South Street, Room 233, Morristown, NJ, during regular business hours from 8:30 am to 4:20 pm, Monday through Friday. Interested parties may obtain a copy of the specification documents from the same office. Bidders are required to submit their bids using the prepared bid forms. Each bid must be submitted in a sealed envelope addressed to the Town Engineer, clearly marked with the title of the project, and delivered by the specified deadline of February 3, 2026, at 10:00 A.M. Bids received after this time will not be accepted. The Town of Morristown will not be responsible for bids sent via mail or delivery service. The contract will be awarded to the lowest responsible bidder. Successful bidders must execute the contract and provide a bond within ten days of the award. Bids must include a bid guarantee in the form of a certified check, bid bond, or cashier's check for $2,000.00, payable to the Town of Morristown. Guarantees from unsuccessful bidders will be returned upon contract award. Bidders and their subcontractors must provide a Business Registration Certificate from the New Jersey Department of the Treasury and must be registered under the Public Works Contractor Registration Act at the time of bidding. All listed subcontractors must also be registered. Bids must be clear and free of qualifications or markings that could cause confusion. Bidders must ensure their bid form is signed by an authorized representative. Failure to follow instructions may result in a bid being declared non-responsive. The Town reserves the right to reject any and all bids and to waive informalities if it serves the Town's interests. Bidders must comply with non-discrimination and affirmative action requirements as outlined in N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq.
