Background The Department of the Air Force, AFLCMC/ROMK, is issuing this Justification and Approval (J&A) for a sole-source contract with Jung Research and Development Corp. (JRAD) to ensure continuity of essential services for the Low Background Infrared (LBIR) facility at the National Institute of Standards and Technology (NIST). This facility supports critical testing and evaluation for the Missile Defense Agency (MDA). The follow-on competitive acquisition has been delayed due to an extended government shutdown, necessitating this action to avoid a service gap. Work Details The contractor shall provide all necessary personnel and expertise to support the continuous calibration, operation, and maintenance of the LBIR facility. This includes: 1. Continuous calibration and operation of large cryogenic refrigerator systems. 2. Maintenance of thermal infrared optical equipment. 3. Support involving unique radiometric instrumentation critical for testing Kill Vehicle (KV) sensor-seekers used in Ground-Based Mid-Course Defense (GMD) and Aegis Standard Missile 3 (SM-3) interceptor systems. The contractor must possess specialized skills that are not available from other sources, ensuring mission-critical calibration support.
