Background

The Oregon Department of Human Services (ODHS), through its Office of Child Welfare Programs, is issuing this Request for Applications (RFA) to expand Qualified Residential Treatment Program (QRTP) options statewide for children aged 10 to 18 who are in the legal care and custody of ODHS. The goal is to provide support for children with a range of behavioral and service needs, particularly those eligible for Behavior Rehabilitation Services (BRS) Medicaid. The agency seeks applicants with expertise in serving this population, especially those exhibiting significant behavioral challenges.

Work Details

Successful applicants will provide integrated Medicaid reimbursable clinical supports tailored to the individual needs of children served. The services include: - Addressing significant externalizing aggressive behaviors such as physically assaultive behavior, property damage, verbal threats or intimidation, sexually harmful behaviors, substance use, and commercial sexual exploitation intervention. - Supporting complex behavioral needs including co-occurring mental health and developmental disabilities. - Providing a trauma-informed environment that promotes emotional regulation and safety. - Facilitating transition planning services for children moving into the BRS program and discharge planning to ensure stability post-placement. - Maintaining a facility licensed as a Child Caring Agency that does not exceed six children at any time.

Period of Performance

The initial term of the contract is expected to last until the end of the current Oregon legislative biennium, with options to renew for up to a cumulative maximum of six years.

Place of Performance

The services will be provided statewide in Oregon within facilities licensed as Child Caring Agencies.

Bidder Requirements

Applicants must be licensed Child Caring Agencies and have the ability to obtain a Residential Care Program license within 180 calendar days of successful application. They must also demonstrate compliance with Oregon Administrative Rules governing BRS services.
