The City of Phoenix invites sealed offers for automatic transfer switch testing, maintenance, and repair services for a three (3)-year term with two (2) one (1)-year options to extend commencing on or about June 1, 2026, in accordance with the specifications and provisions contained herein or the Effective Date which is upon award by City Council, conditioned upon signature and recording by the City Clerk's department, as required by the Phoenix City Code, whichever is later. Background The City of Phoenix, through its Aviation and Public Works Departments, is seeking sealed offers for automatic transfer switch testing, maintenance, and repair services. This contract aims to ensure the operational integrity of emergency power systems at various city-owned facilities, including airports. The contract will be for a three-year term with two one-year options to extend, commencing on or about June 1, 2026. Work Details The contractor will provide full-service electrical work for the installation, replacement, repair, preventative maintenance, inspection, troubleshooting, and testing of emergency systems/automatic transfer switches (ATS) at Phoenix Sky Harbor International Airport, Deer Valley Airport, Goodyear Airport, and other city-owned facilities. Services include: - Group 1 (Aviation Department): Work in secured areas requiring personnel to pass security assessments and training. - Group 2 (Public Works Department): Services at various locations citywide. - Quarterly inspections and testing of ATS under load per NFPA 110 Section 8.4.6. - Annual major maintenance per NFPA 110 Section 8.3.5. - Emergency response services with specific response times for non-emergency (1 hour) and emergency (30 minutes) situations. - Maintenance records must be kept per NFPA standards including voltage and load data. Period of Performance The contract will commence on or about June 1, 2026, for a three-year term with two one-year options to extend. Place of Performance Services will be performed at Phoenix Sky Harbor International Airport, Deer Valley Airport, Goodyear Airport, and various Public Works Department locations citywide. Bidder Requirements Offerors must have a minimum of three years of experience in the installation/replacement and maintenance of emergency systems/ATS. They must possess a C-11 Electrical license from the Arizona Registrar of Contractors at the time of offer submission. All personnel must pass security background checks to work in airport areas.
