Background The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for vehicle maintenance, auto repair, and upholstery services primarily for the San Antonio State Hospital (SASH) and the San Antonio State Supported Living Center (SASSLC). Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB. Work Details The contractor will provide vehicle maintenance, auto repair, and upholstery services for an estimated 175 state vehicles, which may include: - Repairs and replacement of front-end parts such as steering, suspension, and ride control components. - Perform front end alignments. - Repairs and replacement of air conditioning and heating systems components. - Repairs and replacement of drivelines. - Repairs and replacement of vehicle computers. - Repairs of defective sensors and electrical components. - Repairs and replacement of diesel engine components such as injector pumps, glow plugs, and turbos. - Repairs of electrical issues. - Oil changes. - Tire patching and plugging. - Provide towing services as requested. Services shall be performed at the vendor's location within 25 miles of 6711 S. New Braunfels Ave Ste 100, San Antonio Texas 78223. The contractor must provide a detailed estimate for recommended services prior to commencing work. Period of Performance The anticipated contract start date is expected to be on or around February 3, 2026. The contract will cover an initial term with potential renewal options as specified in the IFB. Place of Performance Services will be performed at the contractor's facility located within 25 miles of 6711 S. New Braunfels Ave Ste 100, San Antonio Texas 78223. Bidder Requirements Bidders must have a minimum of three years relevant experience in providing similar services. All personnel assigned to perform the services must also have a minimum of three years relevant experience. Technicians must be Automotive Service Excellence (ASE) Master Status certified where applicable. Bidders are required to submit verifiable references for current or previous contracts of similar size within the last five years.
