Background The Morris County Improvement Authority, established in 2002, is a public body corporate and politic of the State of New Jersey. The Authority is soliciting proposals for General Counsel Services, including Bond Counsel Services, to assist in fulfilling its mission. This Request for Proposals (RFP) aims to engage qualified firms or individuals that can demonstrate their capability to provide high-quality legal services as required by the Authority. Work Details The selected respondent will provide General Counsel Services and Bond Counsel Services on an as-needed basis. The scope includes: 1. Legal advice and representation regarding municipal law and public finance matters. 2. Expertise in renewable energy programs, including knowledge of solar energy, power purchase agreements, and related incentives. 3. Experience with bond issuance and public finance, including preparation of bond ordinances and compliance with state and federal laws. 4. Assistance with the development and structuring of renewable energy programs, including negotiations for financing and administration of bonds. Period of Performance The contract will commence on April 1, 2026, and will expire on March 31, 2027. Place of Performance Services will be performed primarily at the Morris County Administration & Records Building located at 10 Court Street, Morristown, New Jersey. Bidder Requirements Respondents must have: 1. Admission to the New Jersey Bar for a minimum of ten years. 2. A multi-disciplinary law practice representing governmental entities in New Jersey for at least ten years. 3. Demonstrated experience serving as special counsel for municipal or government entities for a minimum of ten years. 4. Compliance with N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 regarding affirmative action compliance.
