The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with HID Global dba HydrantID for an annual renewal subscription. This license is an Enterprise Trusted SSL subscription.

Period of Performance

January 19, 2025 to December 14, 2026 Date of Award Date of Award (estimated January 19, 2025) to December 14, 2026* - NOTE: The original Period of Performance was December 15, 2025 to December 14, 2026. The period of performance has lapsed. Any quote should include a reinstatement fee which should cover the gap from the start of the original period of performance (December 15, 2025) to the date of award (Estimated January 19, 2025) for the new license subscription. The end date of the original period of performance shall remain the same, December 14, 2026.

Background The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on a sole source basis with HID Global dba HydrantID for an annual renewal subscription of an Enterprise Trusted SSL subscription. NIAID's Operations and Engineering Branch (OEB) manages the technology infrastructure that supports Intramural research, Extramural investments, and Administrative management. OEB provides Enterprise Application Hosting services for over 200 applications, which require secure TLS/SSL certificates provided by a Trusted SSL Service provider like HydrantID. Work Details The contract involves the provision of a Trusted SSL Service to deliver TLS/SSL certificates with the following specifications: 1. Single Legal Organizational Entity 2. Up to 10 System Administrators 3. Up to 15 internet domains with no limit on sub-domains 4. Up to 500 active SSL Certificates, including 5 EV Code Signing Certificates issued via IdenTrust 5. Up to 99 Subject Alternative Names (SANs) per Certificate 6. Included Certificate types: Organizational Validated Certificates (OV), Wildcard Validated Certificates (WC), Multi-Subject Alternative Naming Certificates (SANS). These certificates are critical for maintaining data security across NIAID's IT infrastructure and ensuring that all data passed between web servers and browsers remains private and secure.
