Background

The Financial Management - Financial Improvement & Audit Remediation (FIAR) services will be procured for the Air Force Financial Management & Comptroller (SAF/FMF), Air Force Material Command Financial Management (AFMC/FM), and Defense Security Cooperation Agency (DSCA). The goal of this acquisition is to enhance financial management processes and ensure compliance with audit requirements. The government is currently conducting market research and will post requirements documents, Requests for Information, and bidders' library information in preparation for a competitive process and contract award.

Work Details

The contractor shall perform the following tasks: 1. Conduct annual monitoring and review of SOC-1 reports applicable to the WCF control environment, including analyzing control objectives, CUECs, and control exceptions. Deliverables include Service Provider Assessment, PCMs, CEMs. 2. Monitor remediation of deficiencies identified during reviews of third-party control environments and track progress on corrective actions. Deliverable: Correspondence with Service Provider on Corrective Action Plan. 3. Contribute to the assessment of needs for Audit Support MOUs by providing WCF requirements during annual reviews and updates. Deliverable: Audit Support MOUs. 4. Track metrics reporting for oversight; support development of meeting agendas, briefing materials, and create SOPs; provide training to personnel on related tasks. Deliverables include metrics, meeting agendas, briefing materials, SOPs, training. 5. Execute control activities and corrective actions for assessable units defined in the AU listing; develop CAPs for all NFRs within specified timelines; monitor progress and report updates regularly. Deliverables include CAP Packages and updates to ODCFO database.
