Background The New Hampshire Department of Health and Human Services, Division for Behavioral Health, is seeking proposals from qualified vendors to enhance the capacity of the 988 Suicide and Crisis Lifeline Centers. The services will support objectives related to the Substance Abuse and Mental Health Services Administration (SAMHSA) 988 Cooperative Agreement, focusing on quality improvement processes, data collection and analysis, and stakeholder engagement. Work Details The selected vendor will provide targeted support to improve Lifeline operations through: - refining quality improvement processes; - enhancing data collection and analysis capabilities; - supporting coalition and stakeholder engagement; - ensuring sustainable workforce capacity; - addressing rising contact volumes; - standardizing quality improvement protocols; - increasing analytic capacity related to high-risk populations; - expanding community engagement; - integrating with mobile crisis teams. Period of Performance The contract is effective upon approval by the Governor and Executive Council and will end on September 29, 2026. There are options for renewal for up to two additional years. Place of Performance Services will be performed within New Hampshire, specifically at the identified 988 Lifeline Centers. Bidder Requirements Vendors must demonstrate experience in behavioral health crisis systems, data analytics, quality improvement, stakeholder engagement, and strategic planning.
