REQUEST FOR INFORMATION (RFI) - DEPARTMENT OF HOMELAND SECURITY (DHS) ATHLETIC TRAINERS AND STRENGTH AND CONDITIONING COACHES FOR USCG ACADEMY (USCGA) ATHLETICS/MULTIDISCIPLINE NON-PERSONAL HEALTHCARE SERVICES THIS IS A REQUEST FOR INFORMATION FOR MARKET RESEARCH PURPOSES ONLY. The USCG is currently in the process of determining the acquisition strategy and whether a competitive socioeconomic set-aside would be appropriate for this recompete acquisition. To that end, the USCG is seeking to identify potential Contractors that possess the capabilities to provide Athletic Trainers and Strength and Conditioning Coaches for the USCG Academy. Any interested party may submit a capability statement by 4:00pm ET by Wednesday, February 4, 2026. The capability statement shall address your organization's ability to perform all of the functions required in accordance with the attached draft SOW. Additionally, when submitting a capability statement, please include the following information: 1. Company name; 2. Company address; 3. Company Point of Contact (POC) information; 4. Company's Unique Entity ID and CAGE number; 5. Company's socio-economic status(es)/business size status including for the applicable NAICS; 6. A brief overview of your company's employee retention, transition-in policies, and continuity of effort procedures. 7. An overview of any relevant, prior experience providing athletic training services, certified strength and conditioning services, medical record keeping in accordance with relevant federal PII and HIPAA laws, inventory management, purchasing requests, travel requests, and adherence to safety standards. 8. Any additional comments/input that may assist the USCG about vendor responses by addressing prior to release of solicitation. Please refer to attached RFI document for further details. Background The Department of Homeland Security (DHS) is seeking to gather information for market research purposes regarding the provision of Athletic Trainers and Strength and Conditioning Coaches for the United States Coast Guard Academy (USCGA) Athletics. The goal is to determine the acquisition strategy and assess whether a competitive socioeconomic set-aside would be appropriate for this recompete acquisition. Work Details The contractor will be responsible for providing non-personal healthcare services, specifically athletic training and strength conditioning coaching. Key tasks include: 1. Providing athletic training services and certified strength and conditioning services. 2. Maintaining medical records in compliance with federal PII and HIPAA laws. 3. Managing inventory, purchasing requests, and travel requests. 4. Adhering to safety standards. 5. Monthly progress reports summarizing work performed, labor hours, direct costs, technical progress, schedule status, travel conducted, and any concerns or recommendations. 6. Monthly meetings with the Contracting Officer's Representative (COR) to discuss progress and resolve issues. 7. Ensuring protection of information under the Privacy Act. Place of Performance The primary place of performance will be at the Government’s facility located at 31 Mohegan Avenue, New London, CT 06320.
