Background The Capitol Region Education Council (CREC) is the first and largest of Connecticut’s six Regional Educational Service Centers (RESCs), established in 1966. CREC serves thirty-five member public school districts in north central Connecticut and is governed by a Council of publicly elected board of education members. The mission of CREC is to improve the quality of public education through cooperative programs.
