Background The Rhode Island Commerce Corporation, serving as the administrative and fiscal agent for the Ocean Tech Hub (OTH), is seeking proposals from qualified firms to provide expert consulting services. The OTH is a bi-state initiative aimed at driving innovation and commercialization in ocean and undersea technologies, leveraging regional academic institutions, defense industrial bases, and entrepreneurial ecosystems. The goal of this contract is to enhance OTH's operational capacity and strategic initiatives for economic development in ocean technology sectors. Work Details The selected firm(s) will provide consulting services across several key areas: 1) Develop a sustainable governance model for OTH; 2) Design and implement a sustainable business model; 3) Update the comprehensive market analysis; 4) Create an efficient data architecture framework for data sharing. Specific tasks include assessing current governance structures, facilitating stakeholder engagement, identifying diversified revenue streams, conducting market analysis for the ocean technology sector, and designing a scalable data architecture. Period of Performance The contract is expected to commence upon approval and conclude by or before August 2026. Place of Performance Services will be performed primarily in Rhode Island and Southeastern Massachusetts. Bidder Requirements Proposers must demonstrate relevant experience in providing similar consulting services, including qualifications of personnel assigned to the project. Proposals should also outline the approach to completing tasks within the specified timeframe. Additionally, MBE/WBE/DisBE participation is encouraged, with specific participation rates required.
