This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-06 (eff. 08/27/202]. This solicitation is a Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 561261, with a small business size standard of $25M. The FSC/PSC is N063. The Michael E. Debakey VA Medical Center in Houston, TX is seeking to purchase additional door hardware for the current PAC (Physical Access Control) System. All interested companies shall provide quotations in section B.2 Price/Cost Schedule of the SOW. Delivery shall be provided no later than 30 days after receipt of order (ARO). See section B.3 Delivery Schedule for delivery information. See Below. Provide an updated CAD Drawing of the area of performance. Extend the deadline for all RFO submissions to 30 JAN 2026. Vendor 1 The provided plans did not clearly identify exactly which four (4) doors is the solicitation addressing? Can we get the door numbers/locations? Government response: Entrance #107 Entrance #160 Entrance #186 Dayroom #288 entrance Are the four (4) doors being considered currently functional on the DNA/Open Options system? Does this include the hardware and software? If not are we expected to get the DNA/Open Options portion working? Government response: Are the four (4) doors being considered currently functional on the DNA/Open Options system? No, they are not on DNA. Does this include the hardware and software? No, nothing installed yet If not are we expected to get the DNA/Open Options portion working? If the card readers are to be installed through this contract, the doors were supposed to work with both the Proximity Readers and the DNA/Open Options Readers. The Statement of work states that the objective is to add to the existing locking system and install an additional keyless card-access system to four access doors ...that will accommodate both FIPS PIV card and Domiciliary resident card access." Does this mean a single card reader for both systems on the doors in question? This represents to issues: There are no card readers on the parts list or existing on the doors, It is our understanding that the existing DOM Assa Abloy system used for resident room access is not currently integrated with DNA and is not compatible with the specified FIPS standard associated with the general use PIV cards in the rest of the Houston VA facility. Will we expected to set up a new integration? Government response: The Statement of work states that the objective is to add to the existing locking system and install an additional keyless card-access system to four access doors ...that will accommodate both FIPS PIV card and Domiciliary resident card access." Does this mean a single card reader for both systems on the doors in question? Yes, as stated above. There are no card readers on the parts list or existing on the doors: Parts list should list both types of readers (16 total), controller boards (4 each), and electronic lock hardware (4 sets), cabling, and programming for each door. It is our understanding that the existing DOM Assa Abloy system used for resident room access is not currently integrated with DNA and is not compatible with the specified FIPS standard associated with the general use PIV cards in the rest of the Houston VA facility It will not be FIPS 201-2 compliant, however this may be used with these doors and the PIV High Assurance Areas (e.g., Medication Rooms, PD, etc.) will still be compliant. It also appears based on the provided plans that the doorway indicated is hinged to open in the incorrect direction and would need clarification if this change, which involves totally removing and reinstalling the steel door frame, would have to be performed. Yes, the set of existing double doors are swinging the opposite direction for the requested Physical Access Control Strategy to be effective.
