Background The National Park Service (NPS) is issuing a solicitation for a vessel charter to support nearshore monitoring in the coastal areas of Katmai National Park and Preserve (KATM) or Kenai Fjords National Park in Alaska. Work Details The contractor shall provide a vessel equipped with all necessary materials, including fuels, meals, lodging, and labor to support the NPS SWAN Nearshore Monitoring Program. The vessel must accommodate up to eight NPS SWAN and USGS passengers for marine bird and mammal surveys conducted between March 1 and April 15 each year for a maximum of seven days. Specific requirements include: 1. Vessel must meet U.S. Coast Guard standards for safe operations at sea. 2. Current color photographs of the vessel and inside spaces must be provided with the quote. 3. The vessel shall be available for inspection by NPS/USGS personnel prior to contract award. 4. The captain must have at least three years of experience operating similar-sized watercraft in specified Alaskan regions. 5. The vessel must have appropriate insurance coverage. 6. It should maintain a cruising speed of at least 6 knots and be equipped with essential navigation and safety equipment. 7. The contractor will supply fuel and lubricants necessary for the operation of the charter vessel. Period of Performance The contract will commence on March 1, 2026, with an initial base year followed by four option periods extending through April 30, 2030. Place of Performance The contract work will take place in coastal areas of Katmai National Park and Preserve or Kenai Fjords National Park in Alaska.
