The purpose of this Request for Quote (RFQ) is to establish a Contract for hands-on training in the operation and use of portable fire extinguishers for the Oregon Department of Environmental Quality. The Mandatory Specifications/Statement of Work for this RFQ are outlined in Section B.
Background The Oregon Department of Environmental Quality (DEQ) is seeking to establish a contract for hands-on training in the operation and use of portable fire extinguishers. This initiative aims to enhance safety protocols within the agency by ensuring that approximately 185 employees receive proper training. The contract will be governed under the authority of Oregon Administrative Rule (OAR) 125-246-0170(2). Work Details The contractor will provide both classroom and hands-on training that meets the requirements set by the Oregon State Fire Marshall (OSFM) and Oregon’s Occupational Safety and Health Administration (OROSHA). Training will include live demonstrations, video training, handouts, equipment, supplies, and certificates for all participants. The contractor must use methods to simulate extinguishing class A, B, and C fires using either a propane-based appliance or a fire extinguisher training simulator. Responsibilities include: - Providing necessary electronic and audiovisual equipment for training sessions. - Supplying all fire extinguishers and related materials. - Cleaning up and disposing of all expended fire suppression agents according to state and local laws. - Conducting multiple training sessions during each visit to DEQ locations with varying employee participation. - Documenting attendance within ten business days post-training, including names of participants and issuing completion certificates. Period of Performance The initial contract term is set for 2 years, with a total duration not exceeding 10 years. Place of Performance Training will be conducted onsite at various DEQ locations across Oregon, including Clackamas, Gresham, Portland, Sherwood, Hillsboro, Medford, and Hillsboro's DEQ Laboratory. Bidder Requirements Bidders are encouraged to participate as minority, women, or emerging small business enterprises (M/WBE) and must be registered with the Certification Office of Business Inclusion and Diversity (COBID). Additionally, bidders must comply with insurance requirements including workers' compensation, commercial general liability insurance with specified coverage limits, automobile liability insurance if applicable, and professional liability insurance.
