Background The City of Buckeye is issuing this Request for Qualifications (RFQ No. 32600165) to qualified consultants to provide Professional Design Services for new traffic signals, roadway widening, and associated turn lanes at the Northbound and Southbound intersections of State Route (SR) 85 and Southern Avenue. The increasing traffic volume along SR 85, combined with planned developments along Southern Avenue, necessitates the installation of traffic signals for public safety. Work Details The scope of work includes: - Design to Arizona Department of Transportation (ADOT) standards within the ADOT right-of-way (ROW) and City standards within the City ROW. - Construction of a new interchange with Portland Cement Concrete Pavement (PCCP) within ADOT limits and asphalt concrete within City ROW. - Provision of two through lanes eastbound and westbound, with single right and left turn lanes in both directions. - Installation of traffic signals at both intersections and roadway lighting as required. - Design considerations should include ultimate intersection footprints with three through lanes in each direction, dual left turn lanes, and single right turn lanes. - Installation of curb returns on each corner for pedestrian ramps and protection of traffic signal poles. - Sidewalk installation within ADOT limits. - Coordination with ADOT during design phases. - Installation of Intelligent Transportation System (ITS) conduit and fiber to Broadway and Baseline intersections on SR 85, as well as along Southern Avenue to project limits. The design documents must include: - 30% Submittal: Preliminary paving plans, lighting plan, drainage report, utility coordination letters, preliminary traffic signal pole layout. - 60% Submittal: Complete plans including utility relocation coordination, final right-of-way exhibits. - 95% Submittal: All plans, reports, specifications. - Final 100% Submittal: All final documents with applicable approvals. Period of Performance The desired schedule for completion is approximately one year after issuing the Notice to Proceed. Place of Performance The project will be performed in Buckeye, Arizona. Bidder Requirements Consultants must maintain all necessary federal, state, and local licenses required for their operations. The consultant is encouraged to hire City residents for vacant positions. Key personnel cannot be removed or replaced without prior written notice to the City.
