Posted: Jan. 20, 2026, 9:45 a.m. EST The Richard L Roudebush Veterans Affairs Medical Center, located at 1481 West 10th Street, Indianapolis, IN 46202 requires the evaluation, replacement, and commissioning of multiple exhaust fans (both roof mounted and located within conditioned spaces) that have reached the end of their useful service life and present ongoing maintenance and reliability concerns. The existing exhaust fans serve non-critical and critical areas and otherwise poorly documented building areas, with little or no available as-built information defining exact service areas. These fans are not known to support smoke control systems, or cannot fail clinical functions. Minor and temporary loss of exhaust service during evaluation and replacement is acceptable with notification to the likely affected parties. The AE shall provide professional engineering services to evaluate, design, specify equipment and support replacement of existing exhaust fans that have reached the end of their useful service life and are affected by significant uncertainty regarding service areas, ductwork configuration and condition and overall system condition and operation. Selection Criteria: A. Professional qualifications necessary for satisfactory performance of required services; B. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; C. Capacity to accomplish the work in the required time; D. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; E. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; F. Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates shall be included as an evaluation criterion when construction period services is included in the statement of work for A-E services, and; G. The extent to which potential contractors identify and commit to the use of service-disabled veteran-owned small businesses, veteran-owned small businesses, and other types of small businesses as subcontractors.
