Background The U.S. Census Bureau (USCB) is responsible for collecting and maintaining geographic data necessary to support agency programs and initiatives. The Geography Division (GEO) at the USCB manages geographic information contributed by over 40,000 tribal, state, and local governments. This information is crucial for the accurate collection, processing, tabulation, and dissemination of statistical data, including the Decennial Census and the American Community Survey. To enhance the address frame in the Master Address File (MAF)/Topologically Integrated Geographic Encoding and Referencing (TIGER) System, USCB seeks to obtain address data in hard-to-reach areas. All data created will be owned by the USCB. Work Details The contractor shall provide address and location data for Living Quarters (LQs) in areas not covered by standard addressing systems or excluded from the United States Postal Service’s Delivery Sequence File. These areas include remote regions of Alaska and Maine, sparsely populated parts of the American Southwest, rural Puerto Rico, or locations with limited mail delivery options. LQs are defined as structures intended for residential use or any place where someone resides temporarily. Specific tasks include: - Providing address data with accurate x,y coordinates in compliance with FGDC Address Standards. - Supplying location descriptions for less common addressing situations. - Delivering file-level metadata that includes data collection date, source, authority/owner, license restrictions, coordinate reference system, and coordinate position. - Producing a data quality report that meets national/international standards covering completeness, logical consistency, positional accuracy, temporal quality, and thematic accuracy. - Ensuring the ability to securely transfer initial bulk data and ongoing monthly updates of new addresses. Place of Performance The contract will be performed in various hard-to-reach areas across the United States including remote regions of Alaska and Maine, sparsely populated portions of the American Southwest, rural areas of Puerto Rico.
