Rolling Admission – Request for Proposals under Guam General Ship Repair IDIQ Multiple Award Contract

Background

The Military Sealift Command (MSC) is seeking proposals from qualified HUBZone-certified small businesses for rolling admission to the existing Guam General Ship Repair IDIQ Multiple Award Contract (MAC). This contract aims to support a wide range of general ship repair services for vessels operating primarily in Guam, enhancing MSC's operational and maintenance capabilities in a dynamic environment. Work Details: The Contractor is required to provide all labor, equipment, supplies, materials, subcontractors, and a marine repair facility necessary to perform ship repair and related functions. This includes planning, engineering and design development, quality control, shipboard or off-ship production, purchasing, and component or system testing for Government vessels. Specific tasks include: - Pipefitting - Welding (by ABS and USCG qualified welders) - Electrical work - Boiler making and repair - Valve repair - Diesel mechanic work - Painting under NACE certified inspectors' guidance - Staging and scaffolding services - Inspections of galley systems - Structural repairs with ABS approved welders - Maintenance of air conditioning systems - Underwater hull inspections and cleaning using ABS approved diving companies. The Contractor must maintain an organization capable of performing these tasks efficiently while adhering to safety regulations set by USCG and other governing bodies. Place of Performance: Work will primarily be performed at Government piers on Naval Base Guam. Additional services may be provided in the Commonwealth of the Northern Mariana Islands (CNMI), at the Contractor's facility, or worldwide in support of MSC's global mission.
