This is an Agreement in which the Contractor shall perform Boiler Source Testing Services. The Contractor will be compensated for the services in accordance with the rates specified on Exhibit B-1, Rate Sheet, which shall include all labor, including travel and per diem, materials, supplies, licenses/certifications, transportation, taxes, fees, equipment, and every other item of expense necessary to provide services to the California Department of Corrections and Rehabilitation (CDCR), Avenal State Prison (ASP), located at #1 Kings Way, Avenal, CA 93204.

Background The California Department of Corrections and Rehabilitation (CDCR) is issuing this Invitation for Bid (IFB) C5613231-D for Boiler Source Testing Services at Avenal State Prison (ASP). The goal of this contract is to ensure compliance with air pollution control regulations through effective source testing services. The contractor will be responsible for providing all necessary labor, materials, and certifications required to perform these services. Work Details The Contractor shall perform Boiler Source Testing Services, which includes: - Conducting source tests using California Air Resources Board (CARB) and Environmental Protection Agency (EPA) emission test methods. - Providing diagnostic printouts for each boiler tested. - Coordinating with the Air Pollution Control District on testing protocols. - Ensuring compliance with all applicable air pollution control regulations. - Services must be performed during daylight hours, Monday through Friday, excluding state holidays. - The Contractor must notify the district of scheduled tests 30 days in advance and submit complete test protocols for approval at least 15 days prior to the planned test date. - All work must meet applicable Air Pollution Control District regulations and must be conducted by CARB certified technicians. Period of Performance The anticipated date for commencement of services is upon approval, with the term end date of the agreement set for June 30, 2028. Place of Performance Services will be performed at Avenal State Prison, located at #1 Kings Way, Avenal, CA 93204. Bidder Requirements Bidders must comply with the following requirements: - Must be certified by CARB to conduct emission tests. - Must provide proof of valid California city or county business license or incorporation documents if applicable. - Must submit a completed Bidder Acknowledgment/Certification form (OBS 300), Rate Sheet (Exhibit B-1), and other required documents as specified in the bid package. - Bidders are encouraged to participate in programs supporting small businesses and disadvantaged businesses.
