RFP-66-2026 On-Call Environmental & Industrial Hygiene Consulting Services
Background Multnomah County's Facilities and Property Management (FPM) is responsible for providing and maintaining safe, cost-efficient spaces for all County programs. FPM manages over three million square feet of various facilities, including offices, libraries, courts, jails, and clinics across approximately 130 locations. The goal of this contract is to secure on-call Environmental and Industrial Hygiene Consulting Services to support FPM in ensuring compliance with health and safety regulations while promoting sustainable practices. Work Details The contractor will provide on-call Environmental Consulting and Occupational Health/Industrial Hygiene Services as needed. Specific tasks may include conducting environmental assessments, water testing services, environmental impact assessments, and construction testing services. The contractor must be capable of performing these tasks in a variety of settings including jails, detention facilities, health clinics, libraries, and courthouses. Proposers are required to refer to Attachments A (Environmental Services Scope) and B (Safety Program Service Scope) for detailed service requirements. Period of Performance The contract will have a term of five years from the date of award. Place of Performance Services will be performed at various locations managed by Multnomah County within Oregon. Bidder Requirements Proposers must be legal entities registered to do business in the State of Oregon. They must also meet minimum insurance requirements including Professional Liability ($1M per occurrence), General Liability ($1M per occurrence), Auto Liability ($1M), Excess Liability ($5M), Contractor Pollution Liability ($1M), and Workers Compensation ($1M). Proposals should demonstrate experience with diverse facility types and include a workforce capable of passing background checks due to the nature of the facilities serviced.
