Assess capital needs at Massachusetts educational collaboratives and approved special education schools. The study must include an analysis and assessment of current conditions and repair needs of these facilities, including known mechanical and structural issues, critical safety issues, and the potential need for new facilities required to support the student population. It must also include an analysis of current funding for such facility needs and recommendations for long-term funding models.
Background The Massachusetts Department of Elementary and Secondary Education is exploring the feasibility of conducting a statewide facilities study of educational collaboratives and approved private special education schools. These entities serve students with specialized instructional, behavioral, and therapeutic needs in facilities that vary significantly in age, condition, ownership, and design. The study will encompass approximately 230 building facilities across 24 educational collaboratives and approved private special education schools. This Request for Information aims to understand market capacity, high-level approaches, realistic timelines, and key logistical and cost drivers associated with such a large-scale facilities study. Work Details The study must include an analysis and assessment of current conditions and repair needs of the facilities. This encompasses known mechanical and structural issues, critical safety issues, and the potential need for new facilities to support the student population. Additionally, it should analyze current funding for facility needs and provide recommendations for long-term funding models. Respondents are required to indicate their experience with facilities condition assessments or capital needs studies for educational facilities, particularly large multi-site studies involving over 200 facilities. They should also address any elements of the scope they do not typically perform or would expect to subcontract. Period of Performance The overall timeframe for completing this work is expected to be discussed in responses but should consider a realistic schedule from notice through final deliverables. Place of Performance The contract will be performed across various locations in Massachusetts where the educational collaboratives and approved private special education schools are situated. Bidder Requirements Bidders must demonstrate experience in conducting large-scale facilities studies. They should provide insights into capacity constraints that could affect project performance and identify factors driving costs for a study of this scale. Additionally, bidders should suggest any clarifications or adjustments that could improve feasibility or cost control.
