Background The Bureau of Indian Affairs (BIA) is issuing this solicitation for the replacement of an existing fuel oil furnace with a propane heating system at BIA Building 308, located in Owyhee, NV. The goal of this contract is to improve the efficiency and safety of the heating system within the facility, which is a single-story building with a full-height basement. This project is set aside for small businesses and aims to enhance the heating infrastructure in compliance with applicable regulations. Work Details The contractor will be responsible for the following tasks: 1. Project Coordination: Conduct a pre-construction site visit, develop a detailed work plan, coordinate with local authorities for necessary permits, and maintain communication with BIA's Facilities Manager. 2. Decommissioning of Existing Fuel Oil System: Safely disconnect and remove all fuel oil lines, piping, and the existing furnace while ensuring proper disposal according to environmental regulations. 3. Installation of Propane Furnace System: Install a propane furnace rated between 90,000 and 125,000 BTUs, ensuring proper positioning, anchoring, and connection to existing ductwork. 4. Propane Tank Installation: Install a propane tank (300-400 gallons) with appropriate support systems and safety measures. 5. Piping and Hardware Installation: Install exterior and interior piping systems with necessary regulators and valves, ensuring leak-free operation through pressure testing. 6. System Commissioning: Perform system startup, verify operation of all components, conduct final inspections, and provide documentation of installation and compliance with regulations. Period of Performance The contract period of performance is from February 20, 2026 to April 20, 2026. Place of Performance The construction projects will be performed at BIA Building 308, located at 1324 Justice Way, Owyhee, NV 89832.
