All firms responding to this source sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research, and the Government will not entertain questions concerning this market research. The intent of this notice is to determine the availability of contractors that can meet the requirements of the attached DRAFT PWS. Potential offers that have the capability to perform the tasks described in the attached DRAFT PWS are invited to provide a capabilities statement which must include the following: 1. Company name and contact information 2. Unique Entity ID (UEI) from the System for Award Management (SAM) 3. Small Business Size Standard (8a, HUBZone, SDVOSB, etc.) If applicable 4. Narrative of capabilities to perform the services required, narrative shall include recent and relevant experience with the same or similar tasks. 5. Narrative of capability or incapability to provide onsite response within 48 hours. If not capable, provide suggestion for a more reasonable response time. Responses are due by 5 PM EST January 21, 2026, and shall be submitted via email to Jeri (Lynn) Wahl at jwahl@usbr.gov All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary, no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.

Background The Bureau of Reclamation, Hungry Horse Dam and Powerplant, located near Hungry Horse, Montana, requires elevator services including inspection, maintenance, testing, and minor repairs for three elevators. This contract aims to ensure the safety and operational efficiency of the elevators in compliance with applicable standards. Work Details The contractor will provide all equipment, labor, and materials necessary for preventative maintenance (PM) and inspection services for three elevators. Services include: - Conducting Category 5 Tests involving oil buffers, safeties, governor systems, braking systems, emergency stopping devices, and more; - Performing monthly inspections that cover machinery lubrication, door operation checks, emergency light tests, and more; - Conducting annual inspections that include no-load tests and comprehensive checks of motors and brakes; - Providing minor repairs as needed during inspections; - Ensuring onsite response within 48 hours for callouts due to breakdowns; - Submitting quotes for repairs prior to initiation; - Adhering to safety standards set by RSHS and OSHA; - Providing a site-specific Safety Plan; - Conducting Job Hazard Analysis (JHA); - Maintaining cleanliness at work sites; - Coordinating with the COR for access and compliance with security protocols. Period of Performance The contract will be one base year from March 01, 2026 through February 28, 2027 with four option years extending through February 28, 2031.
