The U.S Customs and Border Protection intends to issue a Request for Quote (RFQ) for contract award on a limited competition basis for service and maintenance on Ciena fiber optic transport equipment. Service and maintenance is required at the Air and Marine Operations Center (AMOC) in Riverside, CA. Only vendors capable of providing the unique and highly specialized knowledge of the Ciena 6500 & 5170 Fiber Transport Equipment are qualified to work on this equipment. CBP network architecture, maintenance platforms, and configuration systems will work properly with this fiber transport equipment. The use of a non-Ciena reseller could result in interoperability, compatibility, or interface issues that would prevent the equipment from being able to meet the requirement of our Operations Center. The intended contract is for annual renewal and continuous follow-on support of the current vehicle in place. The anticipated period of performance will be from January 26, 2026 through January 25, 2027. While CBP recognizes the Ciena-reseller community, it is imperative at this time that this effort be supported by the contractor that possesses institutional knowledge of the current support being provided to the AMOC. Therefore, the Government intends to solicit and negotiate directly with Carahsoft Software Corporation. This notice of intent is not a request for competitive proposals. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement at the time of future solicitation. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
