Background The United States Marshals Service (USMS) has been authorized to utilize personal service contracts for the recruitment of Aviation Security Officers (ASOs) as part of their mission to safely and securely transport prisoners and detainees. This initiative is supported by a class deviation memo from the Department of Justice, allowing for open recruitment. The ASOs will operate under the supervision of the Assistant Director (AD) of JPATS or their designee, ensuring compliance with USMS policies and procedures. Work Details The Aviation Security Officers (ASOs) are responsible for providing detention services in support of the USMS districts and the Justice Prisoner Air Transportation System (JPATS). Their duties include: 1. Ensuring safe custody of USMS prisoners during transportation, guarding, handling, or processing in various locations such as courthouses and detention facilities. 2. Securing federal property through entry control, roving patrols, and emergency response. 3. Transporting prisoners by commercial air when accompanied by USMS personnel. 4. Adhering to the USMS Code of Professional Responsibility while on duty. ASOs must also complete all mandated training programs and maintain continuous observation of detainees. Period of Performance The contract will be performed over multiple periods: Base Year from October 1, 2025, to September 30, 2026; Option Year 1 from October 1, 2026, to September 30, 2027; Option Year 2 from October 1, 2027, to September 30, 2028; Option Year 3 from October 1, 2028, to September 30, 2029; and Option Year 4 from October 1, 2029, to September 30, 2030. Place of Performance The services will be performed throughout the United States Marshals Service's ninety-four districts and other locations as designated by the Assistant Director (AD), JPATS.
