Summary

The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of the Department of Defense (DoD), Defense Threat Reduction Agency (DTRA) at White Sands Missile Range (WSMR) in New Mexico is seeking to a contract to repair Tunnel 7 for DTRA at the WSMR ALT-SHIST. The repair project to Tunnel 7 includes all pertinent and necessary site preparations, site improvements, safing, and restoration and modification of the structure for both pre and post testing. The contractor shall repair a D-shape tunnel and overburden using the D-shape of 20 feet depth and width, inside the tunnel. The contractor shall remove and repair any damage to the ribs, crown, and invert to Tunnel 7. After the repair of Tunnel 7, the contractor shall provide general construction support to instrument the tunnel in preparation for testing and then safe the tunnel for re-entry post-testing. This pre-solicitation announcement is to advise the Industry that DOI IBC AQD intends on issuing an RFP Solicitation for the Construction Services described below, in support of the above referenced project requirement at White Sands Missile Range (WSMR) in New Mexico. This PSN is not a formal Solicitation in itself, but rather a Synopsis of a forthcoming RFP. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued. On or about January 21, 2026, the Government intends to issue the solicitation. The solicitation will close on or about February 20, 2026

General Project Description and Scope

This project is located at White Sands Missile Range in White Sands, New Mexico. WSMR is seeking to repair Tunnel 7 for DTRA at the WSMR Alternate Seismic Hardrock in Situ Test site (ALT-SHIST). The repair to Tunnel 7 includes all pertinent and necessary site preparations, site improvements, safing, and restoration and modification of the structure for both pre and post testing. Work to be performed under this Construction Services project requirement includes: 1. Repair a D-shape tunnel and overburden using the D-shape of 20 feet depth and width, inside the tunnel; 2.
