Background The United States Marshals Service (USMS) is seeking to engage District Security Officers (DSOs) through personal service contracts to support their mission of transporting and producing prisoners for court proceedings. The contract is established under a class deviation memo from the Department of Justice, allowing for the recruitment of individual service employees rather than security companies. This solicitation aims to fill positions across the 94 districts of the USMS, ensuring that qualified personnel are available to meet the agency's operational needs. Work Details The District Security Officers (DSOs) will be responsible for providing detention services in various contexts, including: 1. Safe and secure custody of USMS prisoners during transportation, guarding, intake processing, and handling within detention facilities, medical facilities (including 24-hour guarding), JPATS airlift sites, courthouses, federal buildings, and other secured spaces. 2. Securing seized or forfeited property through entry control, roving patrols, fixed posts, and emergency response. 3. Compliance with Judicial and Court Security policy directives when handling prisoners in courtrooms. 4. DSOs must complete district orientation and training prior to service provision, including applicable USMS policies and SOPs. 5. DSOs may be authorized to carry firearms and less-than-lethal devices as per USMS Policy Directives. 6. Key personnel qualifications include being actively employed law enforcement officers or corrections officers with at least one year of experience or retired officers within five years prior to contracting. Candidates must also meet citizenship, age, education, language proficiency, and background check requirements. Period of Performance The contract will have a base period from October 1, 2025, to September 30, 2026, with options for four additional years extending through September 30, 2030. Place of Performance The contract will be performed across all districts of the United States Marshals Service.
