Background The State of Oregon, through the Department of Administrative Services, State Procurement Services (DAS SPS), is issuing this Invitation to Bid (ITB) for Herbicide Chemicals (Liquid & Dry) on behalf of state agencies and members of the Oregon Cooperative Procurement Program (ORCPP). The goal of this contract is to establish Price Agreements that enable Authorized Purchasers to procure herbicide chemicals at significantly discounted prices. This ITB aims to replace the current Price Agreement with Wilber Ellis, under which Authorized Purchasers have spent over $22 million. Work Details The contract involves the supply and delivery of Herbicide Chemicals (Liquid & Dry) as specified in Attachment D and the Scope of Work section of the Sample Price Agreement. Bidders must comply with the State Pesticide Control Act and ensure all pesticides are registered with the Oregon Department of Agriculture. The ITB anticipates awarding one Price Agreement per geographical region, with a potential for multiple awards if deemed beneficial. Bidders may also propose related products as 'add-ons' within the herbicide scope. Period of Performance The term of each Price Agreement is expected to last three years from the date of award, with an option for extension. Place of Performance The geographic locations for performance will include various regions within Oregon as outlined in Attachment A, Exhibit A-1. Bidder Requirements Bidders must be licensed Oregon Pesticide Dealers and comply with all applicable pesticide labeling requirements. They must also submit a Pay Equity Compliance Certificate and certify non-discrimination policies regarding sexual harassment and discrimination against protected classes. Additionally, bidders are encouraged to engage certified small businesses in their outreach efforts.
