THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTATION (RFQ), INVITATION FOR BIDS, REQUEST FOR PROPOSAL (RFP), OR SOLICITATION OF ANY KIND. As permitted by Federal Acquisition Regulation (FAR) Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Quote (RFQ), to be issued at a later date. This notice shall not be construed as an RFQ or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract based on this request, so quotes will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Response is strictly voluntary it is not mandatory to submit a response to this notice to participate in any formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this Sources Sought Notice.

DESCRIPTION OF REQUIREMENT

U.S. Customs and Border Protection, Border Enforcement Contracting Division is conducting market research to identify potential sources which are primarily in the business of commercial Oil and Water Separator services. ***INTERESTED CONTRACTORS MUST HOLD A PERMIT TO HAUL BACKWASH AND WASTEWATER FROM THE SITES AND DUMP AT THE CITY OF SAN DIEGO.*** One 12-month base period and four 12-month option periods are being considered. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 562998 with a small business size standard is $16,500,000.00. The market research being conducted seeks to identify contractors that can perform all Oil and Water Separator services as stated in the draft Statement of Work (attached). Background The U.S. Customs and Border Protection (CBP), specifically the Border Patrol and Air Marine Program Management Office (BPAM), is conducting market research to identify potential sources for commercial Oil and Water Separator services. This initiative aims to support the operational needs of the U.S. Border Patrol by ensuring effective management of facilities required for their operations. Work Details The contractor will be responsible for the cleaning, pumping, and disposal of sludge, mud, backwash, and wastewater at nine U.S. Border Patrol locations within the San Diego Sector. The services include collection from fuel islands, garage sumps, mud trenches, water treatment plants, and carwash oil water separators/clarifiers. Additional services may be required with 24 hours’ notice due to unforeseen weather conditions. Contractors must hold a permit to haul backwash and wastewater from the sites to dump at the City of San Diego. Period of Performance The contract is anticipated to have one 12-month base period followed by four 12-month option periods.
