Background Texas Southern University (TSU) is seeking to enter into a contract for the supply and delivery of Aviation Gasoline (AVGAS). The university aims to ensure a reliable source of aviation fuel for its operations, specifically for an 8,000-gallon above-ground storage tank located at its hangar facility. The contract is intended to support TSU's mission by providing necessary resources for its aviation-related activities. Work Details The contractor will provide the following services: 1. Supply and delivery of Aviation Gasoline (AVGAS) that meets all applicable ASTM and FAA standards. 2. Delivery to TSU’s 4,000-gallon fuel storage tank on an as-needed basis throughout the contract term. 3. Coordination with TSU representatives for scheduling deliveries. 4. Compliance with all federal, state, and local regulations regarding fuel delivery and safety. 5. Delivery requirements include: - Delivery within 24–72 hours of request. - Verification of tank capacity prior to delivery by the contractor. - Deliveries performed by trained personnel responsible for spill prevention and cleanup. 6. Contractor responsibilities include maintaining all required licenses and permits, carrying insurance as required by TSU, complying with EPA, FAA, OSHA, and TCEQ regulations, providing emergency contact information, and ensuring fueling equipment is properly maintained. Period of Performance The contract is anticipated to be effective upon signing and will continue for three (3) years with an option to renew for one (1) additional year if both parties agree. Place of Performance The services will be performed at Texas Southern University’s hangar facility located at 1775 Hutchins St., Ellington Field Houston TX. Bidder Requirements Bidders must be qualified and licensed aviation fuel vendors capable of supplying AVGAS. They are required to submit references from three customers with similar service experience, maintain compliance with all applicable laws including those related to procurement in Texas, and certify that they are not ineligible to receive state contracts due to past violations or other disqualifying factors.
